Kanan has always wanted to deal with Ghost and Tommy separately, he dont want to deal with them together. Being on the inside, he already knows Ghost don't trust the Italians. He could drive a wedge between them by simply having Teresi killed (and making it look like Ghost did it). Ghost has the power! He knows Dre is bluffing because he was the one that used the cards when he killed all the gang leaders in the first season and blamed the Jiménez. Also, when he and Tommy met with the Alicia and Diego Jiménez, they were clear that they do not want war. The only problem is my boy, Tommy!
