In another post it was mentioned that the mother reported the woman for harassment. Which as far as we know, there is nothing to support that except for her word.

Now I'm not defending this bullshit. But your suggestion to have some one charged with filing a false police report could backfire onto the person you're supporting. In this case, I feel like the girl was technically not licensed to sell water but kids operate lemonade stands and such with no tax license or city permit all the time with no issues, so technically a crime but not worth prosecuting for most people.
