The recently signed agreement of 12 Rafales by Qatar is a follow on order and India would get the follow on order at 60% of the current price. Moreover, India has 50% offset clause where half that money would be re-invested in India (under Make In India program). So if somebody says Qatar bought Rafale at cheaper prize educate them about follow on orders.

2. Offsets offer to Reliance, any hidden deal between Modi and Ambani?

The Defence Acquisition Policy, has selected four key strategic platforms that require private participation – Submarine, Helicopter,Single-engine aircraft and Armoured vehicle/main battle tank.

•Adani group has tied up with SAAB, Sweden to manufacture Gripen-E.
•Tata Advance system has a tie-up with Lockheed Martin, USA.
•Reliance Defence has partnered with Dassault Aviation to make aerostructure parts for Rafale aircraft. The joint venture will execute an offset obligation as the deal requires Rafale to engage Indian suppliers for components under Make In India program.

Also.....Modi has no hand in assigning this offset proposal to Reliance.....here are the facts.

* RPF & DPP defence procurement model by both UPA & NDA has no mention of who will get offsets, it has been left up to "Manufacturers" to decide. So it was a whole and sole discretion and decision of Dassault....not Modi :-)

•Total transfer of technology is in various parts in which some going to DRDO worth ₹9000 cr and rest is split in various companies in which reliance emerges as largest.

- all documents are being submitted to controller & audit general (CAG).
- Former cabinet committee & security council members have high level security clearances, for example Anand Sharma or Manish Tiwari have high security access they can go through all related documents and can even ask for confidential briefings.
